对C有置疑。在实际工作中，不是所有的风险都需要定量分析。但所有的风险都需要在response中做应对。所以，B是正确答案

The pobability of achieving the cost and time objectives under the current plan and the current knowladge of risksfacing the project can be estimated using quantitative risk.
二、contingency reserves is one of the content of risk reponse plan
11.5.3 Outputs form risk response planning
1.risk response plan:the risk reponse plan should be writen to the level of detail at which the action will be taken.It should include some or all of the following.
