这个百分比实际上是经验公式。美国国防部对400多个按照成本／进度控制系统（C/SCSC）执行项目的承包商研究得出有关的“15％”的起点限制经验：即在完成合同的15％以后，一个承包商所达到的绩效很可能是其到项目完成将达到的低端值（lower-end value－即数学推算的EAC）。

对于其他的辅导书
目前国内市场上可以找到的，比如金先生《如何准备PMP，第二版》，其他培训办辅导资料《项目发展课程》-（参加亚加达培训班发的资料，但英文版的有点旧，没有把2000改版的知识点融合进来）
其他比较好的练习资料，《ESI PMP 考试全真模拟试题》，应该不错，但缺陷是没有中英文对照，因为翻译上的问题，有些对不上号。
《最新PMP备考指南》也可以看看，不过我没有细看，估计也会有翻译上的问题，但可以作为参考之一。

其他的参考资料就比较多啦，有时间就自己去把握，可以看看（美）哈罗德-科兹纳《项目管理：计划、进度和控制的系统方法》（第七版）及其配套的练习册（价格相对比较贵）；还有《项目管理：管理新视角》（美）也可以参考。
