As an planing engineer about 5years,from begining apply the p3 to P5,I found most of projects lack of Plan management,but most of project have a programe as a sheet .nobody to updating ,tracking and scheduling.For a project ,we shall have a target for duration and then for cost, before commence we should broken down the duration and cost into small target to monitor project,that is programme and cost control,if not it is means the project is out of control. How to make a programe. 1.what is our works? 2,what is target? 3,how to do our works? 4,how many resource to be ? 5,what law surrounds should be impacted project? 6,how to break down project? 7,how to organize the proect? 8,how to balance the resource? 9,how to check the programe?
1,what is our works? that is Works description, we should know what's kind of works? how many quantity are there? what size are there? what's kind of works offer us?
2,what is our target? there are many targets for a project,generally say, duration,cost and quality.Duration is first factor for employer,it is concerned about employer income and paid interest. and it is involved contractor overhead.if delay,that means contractor need spend more overhead at least.so duration must be consider together with cost.
