Basic requirement:
1. Jobholder needs to have a university degree in engineering, preferably civil engineering
2. Good communication skills and good negotiation skills
3. Able to manage budgets and to take ownership for it
4. Concerned with both big picture and with small details
5. He / she anticipates problems
6. Able to work out time schedules and manages to respect deadlines
