Interesting question. I can rationalize why people are considered to change slower than organizations. You are right.. organizations are made up of people, who are naturally resistant to change. An "organization" may decide to implement a new product or service today (eg. "edict from above", regulatory change etc), but the people in the organization will take much longer to understand the change, buy in to it, and adapt to it.
