项目生命周期的标准定义是： “A collection of generally sequential project phases whose name and number are determined by the control needs of the organization or organizations involved in the project.通常顺序排列的各项目阶段的集合。阶段的名称和数量取决于参与项目的一个或多个组织的控制需要。” 可见，项目生命周期就是由项目阶段连缀而成的、在项目起止时点之间的那个时间段——后半句话刚好符合项目“一次性”的特点。只不过，项目阶段除了最常见的顺序排列关系之外，还有可能是交叠或迭代关系而已。
